Many people with disabilities and aging adults rely on HCBS to do things like get dressed, take care of our families, work, and participate in our communities. Yet, the program has been underfunded for decades, leaving huge gaps that mean millions of people are unable to get the help they need at home and thus have no choice but to move into an institution. Those lucky enough to remain at home must rely on family members, who are stretched beyond their capabilities, and often have to choose between caring for loved ones or making a living. 

We have an historic opportunity to make real change and to begin to build a HCBS system that works for older adults, people with disabilities, and their families. The Better Care Better Jobs Act would provide permanent funding to strengthen our care infrastructure and provide good jobs for direct care workers.
