Approximately 5,200 dual-eligible individuals in Los Angeles and San Diego enrolled in Blue Shield Promise Cal MediConnect plans were erroneously disenrolled from the California Department of Health Care Services (DHCS) Medi-Cal Eligibility Data System (MEDS) effective October 1, 2020. The erroneous disenrollment automatically triggered a disenrollment notice to be sent to these individuals last week.  

DHCS and the Centers for Medicare & Medicaid Services (CMS) are working to identify the root cause and resolve the underlying systems issue triggering the error. In the meantime, Blue Shield Promise is informing all contracted providers and members about the error. Blue Shield Promise members should be able to continue to access services from their providers without disruption, and individuals who have questions or experience issues as a result of the disenrollment should contact the Blue Shield Promise Cal MediConnect Customer Care Hotline at 1-855-905-3825 (TTY 711). Individuals who experience disruption or other access to care issues can also contact the Cal MediConnect Ombudsman at 1-855-501-3077. Both hotlines are free and should provide services in-language. 

Justice in Aging is working in collaboration with the Ombudsman to ensure that appropriate reconciliation processes are implemented to prevent future erroneous disenrollments from occurring.
